It does! Sounds to me like your Shortcut overlay icon value in the registry (read - shell icons value ) has been knocked out. If this only happens to Shortcuts you create then i'm almost certain this is the issue.
If you confirm this is the case, carefully check out this guide.

I tried everything the two of you recommended and Stu's turning me on to "Windows 7 - Shortcut Arrow - Change, Remove, or Restore" utility finally did the trick. It worked!!! What a relief to get that straightened out.

Well just to let everyone know tried all solutions - no success!
Then backed up all files, pics etc on external harddisk and installed Windows 8.
After a month with Windows 8, wiped the PC clean reinstalled Windows 7.
Icon problem gone and back with a OS I can use.
Thanks for all the help but there is nothing like a reinstall to make you spring clean all those files etc you were keeping for a rainy day!
