I have come across this kind of trouble on a few of my mate machines,all of it using xp,and so far,there is no other reason than that their machine is infected with viruses,spyware,adware...etc
Perhaps,you should try what alaiahawaii suggested.....maybe you'll find something that you never thought that it will ever be there.
And on a side note,lesson that i learned from all of this machines is that it simply shows just how insecure windows xp can be nowadays.... ;)

The process isn't the system idle process is it? Note in my task manager the top process at 98%. It's not using 98% at all. See the bottom status bar. I'm not sure if XP displays the idle process in XP, just a thought. And the fact you can execute other tasks normally under a 99% CPU load seems a bit off too.

With XP Home Edition it does display system idle process

On the first instance I would have gone with what "alaiahawaii" said, that what seems like to me anyway.
