Good Morning, Y'all :)

Well, here we go again..drat! Recently I have received the following error message when downloading:

I await your expertise/directives... ;)

Good Evening, Princes of Computerdom:

Concerning the appreciated MS Window XP article on Windows Installer errors, there is but one significant problem, I am definitely unqualified, i.e., nowhere close to advanced.

Consequently, per your invitation...HELP!

Hi Again:

I did the Start/Run/services.msc (local) and clicked Windows Installer; Properties, Type: drop down menu was already set on Manual; but underneath Services Status reflects "stopped" ... shouldn't it state enabled or started? Screenshot attached.

Yes, start the service and try something that would normally throw the error.
This is most likely the problem.
P.S. Can't see your screenshot.

Addendum to the aforesaid: Would changing the service setting to automatic rather than manual be advantageous? Just curious...

Shoot! I wrote at length prior to the foregoing Addendum, but now it appears that although I clicked send, it has gotten lost in the shuffle...me'thinks that lately I am like that Peanuts cartoon where that little guy walks around with a dirty dark cloud above his head! Okay, to reiterate concisely, what I stated in the lost missive was that I feel thwarted by the detailed instructions in the MS article. Therefore, I'm at a standstill, but I feel like I am being overly intrusive and I do not want to impost on your time, et al.

Incidentally, the screenshot did not attach because of the genre of the subject matter. Concur?

Gentlemen,

Correction: What I meant to state is hat I do not wish to "impose" upon your time and patience.
