Sure it does... Formatted or not, it can still retrieve some files but once formatted, in that state, it's almost impossible to get them retrieved because it was overwritten. You ever see: 1MB file with gibberish/garbled information using Hex Editor or even a blank info? That means it was overwritten. I believe I had this same discussion on another thread within MintyWhite. RECUVA is Data Recovery, hence, pictures, folders, files, etc... but of course, it's not as great as FTK by AccessData.
Files that get formatted are sent to Free Space, like Slack Space, until that space gets used and it will overwrite itself. This is where all the cluster starts thus becomes clustered on the drive.... etc.... etc....
With Stu's link, you can try recovering the partition that was deleted by rebuilding the BootLoader, NTLR, etc... etc.... MBR, etc.. consequently, the files just may be overwritten when it was formatted. Who knows, it's all Trial & Error....
